Adult Safeguarding England and Wales

Local Authorities in England and Wales have a duty to act to safeguard an adult who meets the criteria of an “Adult at risk.”

 

An adult at risk is an adult who:

‘Has needs for care and support (whether or not the local authority is meeting any of those needs); is experiencing, or is at risk of, abuse neglect, and as a result of those needs is unable to protect himself or herself against the abuse or neglect or the risk of it.’

 

Members of the public and practitioners representing organisations can report concerns and make a referral to their Local Authority Adult Safeguarding. It is best practice to seek consent from the older person before making a safeguarding referral, however, if it is not safe to seek their consent, if the older person is at risk of serious harm or neglect and/or another person has been identified as at risk, this will override the need to seek consent.
